The Psychiatrization of Swiss Unemployment: When RAV Pressure Leads to the IV

A sanction-based system is meant to get people into work. Yet often, existential pressure achieves the opposite: it causes illness and pushes older job seekers into disability benefits.

Anyone in Switzerland who loses their job lands in a dense social safety net. But behind SECO's glowing macroeconomic figures lies a dark, often unmentioned reality: the machinery of the Regional Employment Offices (RAV) operates under a draconian sanction regime. For many job seekers – especially those in the 50+ age group – constant administrative pressure becomes an existential threat that is proven to cause illness and ultimately leads directly into Disability Insurance (IV).

The Sanction-Based System: Discipline Instead of Help

The Swiss Unemployment Insurance Act (AVIG) is based on the principle of "demanding and supporting". In practice, however, demanding dominates. Anyone registered with the RAV must provide complete proof of their personal job search efforts every month. Failing to meet the rigid quota (usually between 10 and 12 applications), submitting incomplete forms, or missing a mandatory interview results in punishment.

The weapon of the RAV is the so-called "suspension days" (Einstelltage). These mean the immediate withdrawal of daily allowances for up to 60 days. In cases of medium fault, this quickly translates to a loss of several thousand francs in income. For those affected, who are already struggling with the loss of social status and financial worries, this is not an incentive, but psychological torture under the threat of financial ruin.

The Psychiatrization of Unemployment: Hard Data and Facts

The fact that this pressure causes illness is no longer a subjective perception, but statistically proven. Stress-related symptoms, clinical depression, and severe anxiety disorders are significantly more common among unemployed people in Switzerland than among the employed.

A landmark country report by the OECD revealed the structural failure of the RAV interface: individuals with mental health issues are far too often and far too quickly pushed out of the unemployment system and offloaded into Disability Insurance (IV) or social assistance. The RAV simply lacks the tools to handle mentally vulnerable clients. Instead, those affected decompensate under constant pressure.

The consequence: around 40 percent of all new Disability Insurance (IV) pensions in Switzerland today are granted on psychological grounds. The system does not heal; it produces disability.

The Vicious Cycle of Forced Integration

Econometric studies do confirm that sanctions statistically get job seekers back to work faster. But this success comes at a high price. Under pressure not to lose their daily allowance, affected individuals accept unstable, underpaid, or unsuitable jobs (so-called "survival jobs").

The result:

  1. Employment relationships are extremely unstable.
  2. Re-termination quickly follows.
  3. The job seeker ends up back at the RAV – often with an even deeper blow to their self-esteem.

This loop wears down resilience. Older professionals over 50 in particular, who already suffer from systemic age discrimination in the regular job market, completely resign after dozens of standardized rejections.

Blaming RAV employment advisors alone would be missing the bigger picture. Studies by the University of Applied Sciences and Arts Northwestern Switzerland (FHNW) show that advisors themselves suffer from massive caseloads and conflicting role expectations.

Advisors who want to offer empathetic support ("counseling-oriented") endure massive psychological strain, struggling to reconcile human hardship with rigid legal enforcement duties. The system forces them to act as a monitoring authority rather than genuine career coaches.
